MR. J. T. BELCHER [By Telegraph—OWN CORRESPONDENT] NEW PLYMOUTH, Sunday
The death has occurred of Mr. Joseph Thomas Belcher, aged 79, of Cardiff, near Stratford, who took a leading part in the inauguration of a successful system of co-operative dairying in New Zealand. Mr. Belcher was born in Gloucestershire, England, in 1859. and came to New Zealand in the ship Merope in 1874, landing at Lyttelton. A few years later he arrived in Taranaki and worked in an Inglewood sawmill in 1885. He took up a bush section on the Waingongoro road and began the work of developing virgin country. Mr. Belcher was, with others, instrumental in establishing tho first dairy factory at Cardiff, and the second in New Zealand. 53 years ago. He was a director of the Cardiff company for about 40 years, and chairman for a long period. Mr. Belcher made one of the greatest contributions to the progress of the industry when he proposed that a change should be made from the old method of paying suppliers by weight to the present method based on the butter-fat content. This change, which was effected at Cardiff nearly 40 years ago, was later adopted throughout the industry.
Deceased served on the old Ngaere Road Board, and on the Stratford County Council he represented the west riding from 1920 to 1932. He was one of the earliest members of the Cardiff School Committee, and was its chairman for many years. Other bodies and interests with which he was associated were the Taranaki Electric-Power Board, the Stratford Hospital Board, the Egmont Park Board, the Stratford Agricultural and Pastoral Association, the Stratford Racing Club and the Stratford Jersey Cattle Club. Mr. Belcher is survived by his wife and a family of 11 children."

NEW PLYMOUTH, This Day. Mr. Joseph Thomas Belcher; one of the Cardiff district's earliest settlers and a man to whom the dairy industry in New Zealand owes a great deal, died at Stratford yesterday,- aged, 78 years.
